Mandate

Is a body corporate established pursuant to Section 3 of the Local Government Act No.2 of 2019. 

According to Section 6 of the Act, a Local Authority has the capacity to sue or be sued in its own name. Further, it can perform functions like any other cooperate body established by law

  1. Local Governance & Administration
  • Maintain law, order, and good governance. (Section 16(1); First Schedule)
  • Establish and maintain council offices and administrative structures. (First Schedule)
  • Enter contracts and partnerships for service delivery. (Section 19)
  • Implement national policies and any additional functions assigned by the Minister. (Section 18)
  1. Land Use Planning & Development Control
  • Regulate land use, zoning, and spatial planning. (First Schedule)
  • Approve building plans and enforce building standards. (First Schedule)
  • Allocate land and regulate development in accordance with planning law. (First Schedule)
  • Regulate advertisements and signage. (First Schedule)
  1. Infrastructure & Public Work
  • Construct and maintain roads, bridges, streets, and drainage. (First Schedule)
  • Maintain council infrastructure such as markets and bus stations. (First Schedule)
  • Provide street lighting and manage public amenities. (First Schedule)
  1. Public Health & Sanitation
  • Provide waste management and sanitation services. (First Schedule)
  • Regulate food and drink, including hygiene standards. (First Schedule; Sections 25–27 on licensing/fees)
  • Control cemeteries, burial sites, and funeral services. (First Schedule)
  • Provide water supply and sewerage/drainage services. (First Schedule)
  1. Environmental Management
  • Protect and conserve the environment and natural resources. (First Schedule)
  • Prevent soil erosion and support sustainable land management. (First Schedule)
  • Maintain parks, gardens, open spaces, and beautification projects. (First Schedule)
  1. Social & Community Services
  • Provide community development and welfare services. (First Schedule)
  • Maintain recreational facilities parks, sports grounds, community halls. (First Schedule)
  • Promote cultural and recreational programmes. (First Schedule)
  1. Economic & Agricultural Development
  • Support agriculture, including demonstration farms and extension services. (First Schedule)
  • Promote storage, marketing, and processing of agricultural produce. (First Schedule)
  • Facilitate local economic development and poverty reduction initiatives. (First Schedule)
  1. Licensing, Fees & Revenue Collection
  • Levy rates, fees, charges, and licenses for local services. (Sections 25, 26, 27)
  • Regulate businesses, food handling, trading activities, and public markets. (First Schedule)
  • Collect council revenue to fund service delivery. (Sections 25–27)
  1. Civil Registration
  • Register births, deaths, and marriages. (First Schedule)
  1. Disaster & Emergency Management
  • Participate in local disaster management, fire services, and emergency response. (First Schedule)
